2018 Study Visit to Barcelona

In accordance with discussions at the 2018 EFL spring conference in Paris and the accepted 2018 activity plan, EFL and Barcelona’s Municipal Institute of Housing and Renovation (IMHAB) are proud to organize a study visit to the enlightening city of Barcelona, the 25th and 26th of September, to discuss, learn, and exchange ideas on housing policies relevant to all European countries. This study visit will generate an exchange of experience and good practice between Barcelona and the member countries of EFL.

Barcelona is a beautiful, charming city with a rich and cultured history. Participants will gain insight into its current housing policies, including the creation of Metròpolis Habitatge, support to cooperative housing (cohabitatge programme), or Borsa de Lloguer (rental pool), a mediation program by which the city offers landlords a rental income insurance, a residential multi-risk insurance, as well as support to make renovations in their units in exchange for rent caps for a certain period of time.

The study visit will include a site visit to market units temporarily used as social housing, discussions on housing association models, including the new Metròpolis Habitatge developed by Barcelona’s Municipal Government and the Metropolitan Area of Barcelona (AMB) as a public-private partnership, co-housing and cooperative housing schemes, and a site visit to a local housing cooperative.

The study visit is free for members, however, travel and accommodation are at one’s own expense.
